You're forgetting something, the currencies being traded, I suggest who transactions the sol! If you are doing some study on the topic then have a look to get BOJ (MoF), they had been notorious for intervention, but a lot of it was rhetoric and jawboning, some hint they were defending a particular USD/JPY level and also the market exploited it, it was a no-brainer trade to buy at certain levels!
