Well why not just open an account using an unregulated broker from a shite little island ie Cyprus, Mauritius, Seycelles etc, thats offshore.

Seriously though not certain why you'd want a broker that is offshore from the UK/EU as they're usually unregulated. There are loads of decent brokers and banks to choose from right here. Unless you've got a couple of hundred thousand what would the purpose?

Why don't you open an account with Dukascopy as they're a bank and a broker or a decent broker that I utilize is Lmax that I think will be alot safer than a bucket shop.

Being at the European Union, for Banking you could Research Andorra.
But for Brokers, the EU gets the best choices. I would not suggest any Broker
    in certain tax/Fiscal heaven place.

I think a bank in Switzerland or even Lichtenstein would be safer. Here is a link for my bank in Lichtenstein

    https://www.llb.li/en

Been around since 1860 something. I am not certain about the deposit size that's necessary.

Sorry, mine didn't open online. I did in person as I live in Germany. I forgot that part of your own requirement.

You could have a peek at Dukascopy since you ought to be able to open an account online through them I would have thought.

Don't open an account with offshore company. Too risky.
